The GSI's method for quantifying irrigation subsidies

The GSI has developed an initial method for assessing irrigation subsidies. The method draws on the main components of the Net Cost to the Supplier approach, which focuses on measuring the identifiable government on-budget expenditure, in attempting to calculate irrigation subsidization. The long-term aim of developing the paper is to move towards a consistent and internationally accepted method for measuring irrigation subsidy intensities. The paper will help provide a common approach to estimating irrigation subsidies across countries. The methodology is published in the form of a discussion paper, and public comment on it is welcomed. Please send any comments to ccharles [at] iisd [dot] org.

In connection with the publication of the methodology paper, the GSI is commissioning two country case studies, which will attempt to estimate irrigation subsidies in one developed (Spain) and one developing country (India). These countries have been selected for their aptness for testing out the method and the importance of irrigation subsidies to their respective agricultural sectors. The GSI intends these case studies to provide a prelude to an expanded initiative involving a further series of case studies of both developed and developing countries.
